UK Councils Intend to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a new study of local authorities, English councils are preparing to offload social clubs, athletic facilities, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in the UK stated that six out of ten of local authorities are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Councils have in the past come under fire for selling public land and land to shore up their finances, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of authorities seeking to raise money from a fire sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would prioritise service redesigns and utilising financial reserves to manage increasing financial challenges.”

Detailed Cases of Planned Sales

Medway Council in Kent announced its asset disposal plan featured the disposal of a shopping centre in a local town and a social club in another town to generate £20m over the next half-decade.

  • A local golf course and business parks held in two English counties, which all provide rental income for the authority, will additionally be sold under the plan.

Local Levy Increases and Broader Fiscal Strains

This research of councils in the key cities group, which covers several urban centers, further found that more than 70% of authorities will have to increase local levies next April to address the rising cost of essential services, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures require time to achieve both improved services and cost efficiency,” stated a council leader.

He added: “There are population challenges which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Patterns and Forecasts

A survey of county councils recently also found local finances being stretched by the increasing figures of young people and older individuals requiring Send support.

A network of councils projected that council deficits will hit £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Government officials have put off planned reforms to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Disadvantage and Financial Shortfalls

Based on the most recent indices of deprivation (IMD) for UK local authorities, many key cities members were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 deprivation indices,” noted the study.

“Although only a single urban area is among the top 10 for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The figures underscores the scale of challenges facing municipal officials across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and need,” stated Michael Mordey.

“Without this, councils will persist to face impossible choices around which essential services to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the past 12 months, the survey found.
