She stated his victims were children from difficult backgrounds who were staying at a youth camp which he ran.
Ruben conducted a "candy game" with the children, Mrs Prior stated, in which he would enter the sleeping quarters when they were getting ready for bed and tell them to ingest treats "as quickly as they can".
She informed the proceedings the man had engaged in this activity with the children "for many years", and children had previously fallen ill the following morning.
She said the man had been capable of justifying this for many years as the youngsters being "overexcited from fun", until his stepchild had worries in recently.
Mrs Prior KC stated further: "In the summer" his family member had suspicions about what was going on, justifiably.
"They resolved" to have a look in the individual's items."
The prosecutor stated materials including infant oil, Vaseline and injection devices were discovered, and his stepson notified the law enforcement about his worries.
She said the defendant proceeded to play the "sweet game" with six children that time - Saturday 26 July - and they were all sick the following morning.
"Law enforcement" had not arrived by that stage," she added.
The oversight body, the police conduct office, previously told that it was investigating law enforcement's management of the events.
The prosecutor said the children were struggling to walk due to being ill, so the stepson called the authorities a second time.
